custom cloth skirt for marvel legends jane foster thor

Hi I'm very new to customizing I've never customized a figure before so bear with me

I'm planning on making a custom cloth cape for the marvel legends jane foster thor and I thought about cutting off that plastic waist skirt thingy and replacing that with cloth too


here is the part im talking about (btw should I keep this bit as well?)



first of all is that a good idea do you think and second how would I go about that? It can't slide off and i dont think I can stick the cloth to it while its still on its pretty tightly on the figure.
is there an easy way to remove the legs without damaging it?
