This newer smiling bullseye was perfect for the often grinning Flash Smasher. The cape is from white Vision, the mace is a GIJOE weapon. A little Apoxie on the mask and boots. Testors black and white acrylic. Spray paint on the cape. The belt symbol is a sticker, hand drawn.

Nice work. But I believe the characters name is Flag-Smasher unless he had a name change I am unaware of or this is a totally new villain.
