My son loves Dragonball Z and in watching the newer episodes he showed me this character and I thought, " Oh hell no, I have got to make this!! " .... Figuring out how was a bit of a task, but I remembered those little Playmobil figures my son played with as a child. Well Thank God he still has them!!
Started with the figure, sanded down the head a bit, sculpted a new head from Apoxie Sculpt, then I made his clothing from Wonderflex. painted him ( I suck at painting....uggh!! )and voila.....

I had been searching the internet for a while now and I believe I am the first to make a custom of this figure....I think I am the first to make him at all as I can find no other versions of him.
