I wanted to make another 'anonymous' S.H.I.E.L.D. agent (as opposed to being well-known like Dum Dum Dugan or Sharon Carter). I also wanted the head to fit into the S.H.I.E.L.D. helmet. I used a Face-Off Punisher head. Hey, who said S.H.I.E.L.D. agents have to look happy? I don't think I'd be happy either, if I had a new boss every five minutes! Seriously, how many Directors of S.H.I.E.L.D. have there been over the years? Fury, Dugan, Carter, Hill, Cap, G.W. Bridge, Tony Stark, and Norman Osborn come to mind.
