Rocksteady before his mutation. I must have watched that first 1987 cartoon a million times and still love it. I really liked all of Shredders thugs before they turn into mutants so I just wanted some on my shelf.

I cut away and sanded away a bunch of the Capt America figure and sliced a large chunk of the boots out to make Rocksteady shorter. The belt is GI fodder, and the stick (bat?) is just a measure of paintbrush handle. Sanded off Channings to make the undercut and epoxied the hair. Paint, DONE.
