Lots of ways to approach a Star Trek Original Series Romulan...I thought the curly haired Romulan as seen in the "Enterprise Incident" could use a little representation.

Base Figure: Playmates Star Trek Koloth Klingon, Repainted with Hand Sculpted Sleeve Cuffs (with Milliput).
Head: Playmates Chief O'Brien, Hand Sculpted Ears (they are a bit rough), added a bit of eye shadow, eyeliner and "Romulan" eyebrows. Brought the hairline down a bit too with Milliput.
Painting approach: Not much of an artist so I mixed glitter in with a flat sealer to give some texture to the tunic.
Scarf: Metallic ribbon from a fabric store, painted, with a wire running up the back to allow it to keep shape
