Dev-Em's original story was that he came from the Phantom Zone and as a juvenile kryptonian delinquent he took Superboy's place, disguising as him, to wreck havoc. Eventually he was caught but repented. In doing so Superboy sent him into the future were he would help the Legion in various assignments...
