It's Catman! No, not THAT Catman. His name is Kyle Selene. Call him a "gender critique" of Catwoman, complete with plunging neckline and plenty of ample chest.
Why does he have a old-fashioned cellphone on his belt? I don't know--because it's funnier that way? It also came on the belt (from "Planet X Batman").
The head and much of the body is Thomas Blake Catman (from the Legacy series). Gloves come from the green Steppenwolf. Pull-ring on his zipper is custom.
There are silver buckles painted on his boots that may not show up in the photos.
