I posted a tutorial in the Tricks of the Trade section showing how I do it with the dremel. It doesn't leave any visible marks, you can just use a knife too.
As for heatguns, I think even the lowest setting on those is enough to melt plastic, the hairdryer on high is your best bet for simple things like reshaping the jacket. If its not working then maybe you just have a low power hairdryer?
My hairdryer has two settings, but I don't know if the highest is really enough to realign the molecules or not because most objects end up reverting to their original shape after a while when I've tried this.
Don't bother sanding joints, it takes forever and just hurts your hands.
A faster way to do it is just disassemble the figure, then use a rotary tool to grind away a millimeter or two of plastic off the areas that are rubbing.
Also, maybe it's too late now, but if you want the jacket to be more form fitting, try heating it up, squeezing it at the waist, then hit it with cold water so it keeps the hourglass shape
