I made Splinter a while ago. I used an old Oblivion figure I bought for 99p. I then started the sculpting process. For my Splinter I sculpted a completely handmade rat head and some feet. I then had some blue material which I used for his under robe. I then used a long coat from an old Aragon figure. Painted him, added some fodder and a black and brown wash. Gave him a staff and he was done.
