This guy was made from a pile of fodder from about 5 different figures with a StarWarsGeek headcast and an apron made of athletic tape.

Dr. Morell Payne - Panickorps Bio-mechanical Scientist
Dr. Payne was once the prestigious Dean of Bio-medical Engineering at the Rhinnal State Medical Academy, until the fateful day he encountered the Hutt Clan. One of their bounty hunters had been gravely injured in a fight, and they needed a doctor. Unfortunately for Dr. Payne, they chose him. He was kidnapped and brought to a warehouse where he was given the ultimatum of saving the criminal’s life, or losing his own.
The bounty hunter survived, but was badly disfigured. They kept their word and let Dr. Payne live, but decided that he would suffer the same fate as their man. After cutting off his right hand, gouging out his right eye, and disfiguring his face, they left the doctor bloodied and clinging to life in the warehouse. He was able to make it back to the Academy, where one of his students cobbled him back together. But the good doctor would never be the same. Rage soon set in, followed by insanity. He became ostracized by his peers, and was forced to ply his trade in the shadowy underworld of the Outer Rim Territories.
He was eventually sought out by Panickorps to head up their new Super Soldier program. Dr. Payne was given unlimited resources, but many in the agency began to question whether it was worth it when they saw the unholy abominations that came from his lab. General Panick himself had begun to question whether the doctor’s services were truly needed, that is until Dr. Payne was able to help resurrect the ancient Sith Lord, Darth Wrath. With his worth now proven, the doctor’s motives were never questioned again and he was allowed to continue creating some of the deadliest monstrosities the galaxy had even known.
