I love a good whimsical Batman villain, especially only as weird as Mr. Toad. He's just a Penguin, with a resculpted head and hat, some other DCUC suit wearers lower legs for a little added height, and a sculpt cravat, cause he's fancy. Props to Xysma for his awesome version.
