Yup, Roxy and Poison are intact in the Japanese Super Famicom port of Final Fight. The female enemy characters in Final Fight 2 were also removed in the US (and yet they kept the female player character, Maki--figure that one out!) It wasn't until Final Fight 3, and Mighty Final Fight (for the NES), that Nintendo finally let Capcom have female enemies in the North American releases of Final Fight, which is pretty screwy, considering all the other games they did give their seal of approval to with female enemies (one has to wonder if someone on Nintendo's approval board just hated Capcom and wanted to make their lives difficult). Hilariously, Nintendo went right back to their shenanigans, years later, for the port of Fight Fight One for the Gameboy Advance, once again making Capcom remove Poison and Roxy.

Poison and Roxy are present in the US Sega CD port of Final Fight, but Sega still censored them by lengthening their shorts and tops (which is kind of odd, as Sega was known for not censoring stuff nearly as much as Nintendo).

Supposedly, she, and her palette-swapped lookalike Roxy, were both originally intended to be women. But, when Capcom submitted Final Fight to Nintendo for the approval process, they nixed the idea of violence against women and wanted the characters removed or changed (apparently Nintendo somehow "forgot" that they'd previously ok'd many games with guys beating on female enemy characters in the past--I imagine that Poison's/Roxy's clothing, or more accurately, lack thereof, had a lot to do with it too). So, Capcom decided that they'd try to pull a fast one and replied to Nintendo that Final Fight's female characters were really transexuals, not women (reasoning that guy-on-guy-in-drag violence was somehow better), but that excuse didn't fly, and Capcom still had to change them for the North American SNES port (they ended up completely redesigning them into a couple of skinny punk guys, Sid and Billy, if I'm remembering right). Anyhoo, that's the legend as to how Poison's gender came about. Strangely, Roxy ended up remaining a real woman through all that, whereas Poison did not...
