Your "Neptune" and "Zombie Dog" are Quake II Strogg Barracuda and Parasite pack-in figures from Resaurus' Quake II line (the Strogg Iron Maiden's upper torso/head on the stick, which you're identifying as a female zombie, also comes from the same series), and it doesn't appear that you did anything to customize the Barracuda or Parasite creatures at all. I think replacing the Parasite's head with a Doberman's head, or some other similar breed, would have done a lot to give it more of a RE vibe.
Regarding Steampunk: stylistically, Steampunk is usually represented by archaic Victorian-era technology and aesthetics (clockwork and steam engines for example). Quake II characters, which you've used parts from extensively here, come from a future time when interstellar travel and plasma/laser weapons are the norm (indeed, you've armed your Chris figure with futuristic Quake II Grenade Launcher and Hyberblaster guns). So, I'd have to say that I feel these customs are too high-tech in appearance for Steampunk, as such, I'd advise re-classifying them as Cyberpunk instead, which would be a more accurate label for the look that you've achieved.
Your concept it good, but I think it could have been implemented better.
