Although, this isn't really "steampunk". Steampunk is taking science fiction and modern concepts, and recreating them using the level of technology available/in use during the late 18-19 century. The time setting is important to a point, but it's the technology itself that actually makes it "Steampunk". There is no technology here.
This would be categorized more as a Victorian/Gas Light take on the character.
Steampunk has reached the level of culture saturation, that a lot of people are just tacking the name on to fit in. There are bands out there that label themselves as "steampunk" and only throw on some vests and cravats. That's NOT steampunk, no matter how good they are. I have seen a number of these bands live. If we are going to go just by looks, Justin Beiber had a pretty impressive steampunk-styled music video with a lot of great costumes and props (most built by people I know). Would you say that Justin Beiber is now "steampunk"? I, myself, am friends and acquaintances with a number of people in the steampunk media world. From authors and clothing designers, to bands, and even the creator of the largest steampunk convention in the nation. The subject of "what is steampunk?" comes up a lot. From nearly every single person I have heard speak on it, the biggest agreement is that the single most important factor is the technology...straight from the people that built the genre.
I mean, technically, you and I could fit into a cyberpunk world...although, I would hardly classify myself as such.
