actually youre both right. I realized when I started painting I forgot to go back and sand under the necklace where the dremel wouldn't reach. the head was another story, I got a bad cast thrown in in a fodder trade I tried to fix for this. it must have had bubbles in the cast cause there were empty spots all through it. either there was a lil sculpt that wasn't mixed enough or something cause the paint wouldn't dry completely over a couple spots. usually wheni get this problem with a cape staying tacky I just brush seal it and problem solved but it left a texture on the head this time. I figured it looked a lil furry so I left it.
