This is my first time commenting on a custom here. I really like this figure, but I too think the head could be improved. Have you considered using a Grand Moff Tarkin head? That might require some additional work, but I think it would give it more of the classic Vulture look.

Everything about this is amazing, except the head. It looks a little too conelike for me. Just a personal preference though!
