Donna is just a minor mod I made when I first started making customs action figures. I didn't like the small arms/biceps that Mattel gave her "Donna is a Amazon after all", so I swapped her biceps out with Power Girl's biceps. Now I have a more buff Donna for my collection.

Update: I repainted all the skin areas on Donna, so they all match.

I went back and updated Donna by repainting all the skin on her to match up all the colors properly.

I think that is one of the problems that Mattel has with it's female superheroes they don't make them buff enough most of the time, and transversely with the male characters which are way too buff at times.
