I had Spider-Man figures one with a missing lower arm and the other with a missing hand and broken arm dangling from a tube but his other arm was perfect! So I thought ,"HEY! Let's amputate!" So I dremeled off the one figure's arm and super glued it to the other figure and boom done.

I understand what you did here. This is more of an arm "transplant" or repair, if I'm right. However, you could smooth it more with sandpaper then give the whole figure a new total re-paint. You did a bold effort and it's worth crediting.
