Scarf - Gi Joe Renegades Tunnelrat
Shoulder pads - Gi Joe 25th Tomax & Xamot?
Belt - MU Captain America
Legs Bands - Gi Joe 25th Airborne legs straps

Another really solid one, I always liked Rictor. If they ever make an official figure, it better be real close to this, cause you nailed it.
