Sub-Zero II, formerly known as Tundra. Real name: Kuai Liang. Just as his older brother Bi-Han was, Kuai Liang is a master of harnessing the element of ice and cold, due to their descent from a tribe of Cryomancers. And, just as his brother did, he has taken a liking to removing the heads from his foes. Compared to Bi-Han, though, Kuai Liang is an overall swell guy; he spares opponents unless absolutely necessary, he works with Raiden to fight the Outworld invasion, and he ends up reforming the Lin Kuei into a force of good. Heck, in his first canon appearance (the official MK2 comic), he was dressed in a suit and handed out business cards as part of a PR campaign. FOR A CHINESE GANG OF ASSASSINS.

Despite the costume being so totally '80's, fans seem to really like his MK3 appearance, perhaps due to the fact that it was one of the few physical differences between he and his brother.

Subby-Wubby here's base is the Marvel Universe Gladiator, as noted. His head, believe it or not, is a Green Lantern movie Sinestro. The weird shirt/suspenders or whatever they are, was taken from some extra cloth from a 1/6 project. Left hand used to be Mr. Fantastic's.

Blame my flat for the photo quality. No matter how many lights I have, no matter how bright the bulb, no matter how amazing the camera... it still comes out like this. I think my home is cursed.

While the overall look is on-model for the character, the paint/detailing (particularly the black line work) is a bit rough--I'd work on tightening that up for future customs. A wash or some dry brushing, particularly on his exposed flesh, might also help to improve the figure's appearance.
