Tar Baby first appeared in Power Pack #12 (July 1985) and is a member of the Morlocks, a group of disenfranchised mutants who live in the sewers and abandoned subway tunnels beneath New York City. Tar Baby has the mutant ability to secrete a tar-like substance through his skin that causes anything he comes in contact with to stick to him.
