One of my favorite silly villain gimmicks of all time was Stilt-Man's. He has stilts. Well, the rest of his suit's a functional battle-armor too and he carries a bunch of crazy techno weapons as well, but that's not what he's known for.

Anyways, cut out the legs from some bendable lamps and some hardware supplies, then chromed the entire thing. The head's from a Kree soldier and the backpack's from some DCD Mr.Freeze. Carved the hood thing myself from the case for a kitty stamp. He ended up 14" tall!
