Griffin Gogol is Captain Ultra! He has latent "ultra-powers" that were activated by a hypnosis session with an alien psychologist. Cripplingly afraid of fire, he was denied entry into both the Frightful Four as well as the Fantastic Four. Eventually he began using his powers to tell "ultra-jokes" and became a successful comedian. Oddly, he returned to super-heroics with the Initiative and even led a team. Now he's part of Wonder-Man's Revengers.
