Been going through a bunch of old collections lately and this guy popped up in two so I hunted down some of his other appearances. He's from the 70s, and back then not all villains were really attached to any hero, but he did pester Ghost Rider, Spider-Woman, Werewolf by Night, and Captain America sometimes. Probably his most memorable appearance was he proved he was one of the smartest Iron Man villains by simply jumping ship and high-tailing it instead of getting his butt kicked alongside Justin Hammer's army of Iron Man foes.

He did have the ability to control water though, due to his run-in with radiation and a lightning bolt. Makes sense, right? Well, he decided to use his powers for crime and eventually became an eco-terrorist with the Force of Nature team and fought with the New Warriors. By then he'd changed his name to Aqueduct and gotten an awful 90s redesign.
