This is "The Monarch" from Adult Swim's best show Venture Brothers. For anybody who doesn't watch the show he is the Arch-Nemesis (or so he thinks) of the shows protagonist, Dr. Thadius Venture. The monarch started off as a "The Batman EXP Riddler" (which explains his slight lack of multiple points of articulation). I chose The Riddler figure though because I think he conveyed the best over look and build of The Monarch and he even had the stance down. I pretty much apoxied on his Chest armor, wristbands, boot cuffs, boot tips, shoulder pads and Crown. His beard and eyebrows were also very meticulously done with green stuff to match the signature curves of The Monarchs facial hair. As for his wings and custom stand they were sculpted with Sculpy, molded and then cast in white liquid plastic. For easy removal a magnet was placed into The Monarchs back and into the wings so they can easily be removed. After that a splash of The Monarchs signature color using Citadel and Tamiya paints. The wings rock, as does the base.
A couple critiques. The paint could be smoother. Add a few drops of the tamiya acrylic thinner or even just a few drops of water to the paint, different paints need different amounts added. It'll also help you get those areas where the paint colors meet.
