I'll give a no-prize to whoever can tell me who is this character. I found him by chance, and I liked his wierd looks. Cloak is from Emma Frost, and the clocks are round-cutted transparent plastic.

Interesting take on a lesser known DC character: He is called William Tockman AKA the Clock King and his first appearance is DC Comics World's Finest Comics #111, Sorry, I own a Comic Store and it's my job to know these things (Sad isn't it).
