For this custom, I used a ML Bishop, a DCD Hush Superman head, and a ton of apoxie sculpt. The chest bands are made of rubber bands, and pretty much everything else is sculpted, including the shoulder pad. The robotic arm was made from a combination of Bishop's base arm, some apoxie, and some dremeled lines. I used the recent re-launched Cable #1 cover as a reference.
