It's Captain Falcon's arch-rival and pilot of the Fire Stingray, Samurai Goroh from the F-Zero series!

Ingredients:
Head, legs -- Balrog (SOTA Street Fighter)
Arms, torso, jacket -- Ryu (Neca Street Fighter IV)
Hands -- Guile (SOTA Street Fighter)
Sword sheath-- aluminum pipe

This is quite possibly my best work to date.
