So, I've double checked and these should be the right pair for Fallout 3. I think I have the Officer title correct. Despite being on a male and female build, it did still help to figure out how to approach one. At least gave me a solid lead on the other. I started with the females first because at least if I messed anything up there, I could order a new piece from Vitruvian Armory. Don't have the same easy access for the male pieces.

Only replacement were the feet for Orc feet. Sculpted the boots, upper legs, pouch on the upper leg, knees, bracelets, sleeves, upper arm band, belt, collar, and the entire torso. Also sculpted up the hat and hair. Topped off with a gun from Cable, a full repaint, and all done!
