For being a lower level and lesser-known Spiderman villain, Speed Demon really is everywhere. He was on the Sinister Six briefly, then the Sinister Syndicate. And these days, he has replaced Whizzer as the resident speedster on the Squadron Sinister. Pretty sure they used him in Heroes Reborn. Can't immediately remember. But his inclusion in that group would explain why I've had to make him so much more in recent years.

Head was from the original MU Daredevil. Hands were cast from Marauder. Just had to sculpt on the visor. From there, a full repaint, and all done!
