I actually don't know anything about this guy. Usually, that just happens with the Raj Comics characters. But, I believe this is another International character from a small comic company. He has a really cool design, though. I hate yellow line work, but it really helps his costume pop.

Upper torso, arms, and upper legs were from Hyperion. Lower torso and lower legs were from Wonder Man. Head was from a BossFight male blank. Sculpted up the cape, chest piece, belt, knees, and lower leg sections. Full repaint, and all done!
