I used a blank Vitruvian Hacks figure (1:18 scale) And painted the head. The Car was A used die cast from an antique store that I got for dirt cheap. It’s a Ford mustang not a dodge charger GT, couldn’t find a decent priced 1:18 scale Doge charger similar to the hell charger so I settled for a mustang (close enough.) The head was the hardest part, I’m not very good at painting. But I’m happy with my very first custom figure.
I’ll keep at it to be eventually as good as the stuff I see on here.

I removed the drivers seat of the car, so that the figure can fit inside.
The head was the trickiest part to make. Painting by hand on a 1:18 scale figure is difficult. I need more practice.
Chain whip
Placed some aluminum wire in between the chains for photos, to give it that whipping chain effect.
Scale comparison
Here are other figures for scale. (Figures are Marauder task force, acid rain and Joy toy). Hope Hasbro or Mezco come up with a 6 inch Robbie Reyes ghost rider eventually.
