Dr. Manhattan seems to have complete mastery over the manipulation of matter and energies around him, as well as a complete understanding of their composition on the most fundamental level. This power extends to complete control of his physical form, which is generated instinctively by his mind. While the true extent and nature of his power is not known (and those powers he has exhibited could only be best described as god-like), it is also worth mentioning that because of his unique perception of time, energy, and matter Dr. Manhattan does not view life or humanity in the same way that normal sentient beings would. He may also be incapable of normal human emotions, as his entire being is constantly preoccupied with the energies of the universe.
Added WWE Kane's head to Omac's body, replaced the hands and sculpted some toes. Omac was the only base figure that was completely clear blue and worked well to appear like he was radioactively glowing. Omac also had a base stand that allowed the figure to be propped up, as if in flight.
Would love to see this guy go up against the Surfer one day - they'd make a neat mess of the universe. Just the light show itself would be so pretty.
