I've used a WWE figure as base and cut his height a bit to match the scale.

For the head I used the an Electro head sculpt and sculpted his hair.

For the paints cheapo craft paints: apple barrel & folkarts.
I do believe these are good paints if you thin them down and layer your figure with them.
