From the Dark Knights Metal comic book series. I am a fan of the Play Arts figures because of the similarity in design of all points of articulation. I pulled together some parts of PAK fodder, some old jewelry, some original sculpt. This character seems like an unlikely choice that we would ever get an official realease. So I created a Batman Who Laughs variant - that fits in scale with the rest of the line.
