This is Batman's loyal servant, Alfred. Upper torso and arm are from Indian Jones Henry. The leg are from GI Joe ROC Cobra Commander. The crotch piece is from Vortious. As for the head, I don't remember where I got it from as I have for a long time. All I remember is that this is a shrunken head of Alfred figure.
